1.2. The Authority aims is to maintain or further improve on the existing high levels of service including encompassing a greater range of materials. The Contractor will follow the Waste Hierarchy in an environmentally sustainable manner whilst also achieving the maximum possible market value for all recyclables.

II.2.4) Description of the procurement
The requirements of the Service are:
a. The provision of a Materials Recycling Facility (MRF) to receive and sort the mixed collected Materials,
b. The transfer of the separately collected and segregated and sorted Materials to suitably licensed merchants or re-processors,
c. The provision of a complete record of all Materials delivered, the interim processors / Outlets, and the final destination of each material,
d. Manage the delivery of Dry Mixed Recycling (DMR) from the current delivery point listed in section 3.1 of the document to the MRF and segregated glass direct to the outlet/ re-processor.
e. Maximising of income from recyclables
The Materials will be collected and delivered by the Authority using split-bodied compaction refuse collection vehicles. Overall, the Service for the collection of recyclable materials will cover approximately 102,283 properties.
