Research services to produce new operationally-relevant knowledge and evidence on African ‘cities as systems’ to help tackle the most significant problems constraining growth and development in individual African Cities, leading to the development of, and investment in, more effective economic development and poverty-reduction policies and programmes in African cities, by DFID and its partners. DFID intends to award a contract for an initial term of 6 years with a budget of up to 32 150 000 GBP. DFID may extend the duration up to an additional 3 years and up to an additional 16 075 000 GBP.

As detailed in the supplier selection questionnaire, this will be based on an commercial assessment of the potential supplier’s financial position and determine the level of risk that it would represent to DFID and a technical assessment of relevant technical and professional ability inclusive of subcontractors where a subcontractor is to be utilised for the delivery of a particular part of the service.
