Abstract

The Welsh Education Partnership is currently developing (c. 35) new schools and colleges throughout Wales. Once developed, for each project a Project Company will be formed who will be responsible for the construction delivering and subsequent operation of the project for a 25 year term. Due to the long-term nature of the projects ensuring the facilities are built and commissioned to the highest standard is critical to the projects success. WEPCo is looking to procure the services of three to four organisations who can fulfill some or all of the three functions: - Clerk of Works: to support in assuring the quality of the built environment - Independent M&E Commissioning Manager: to support in assuring the commissioning, handover and smooth transition to highly energy efficient facilities - Independent Tester: to certify that all work is completed as per the contractual specification The primary objective of this procurement is to identify and procure high calibre organisations who can provide an exemplary service to WEPCo and its partners. As such we will provide all tenderers with: • A maximum price for the delivery of each of the services • Minimum expectations in terms of site presence, reporting and ongoing engagement These roles are being procured by WEPCo and the formal appointment will be issued for each project at financial close. The organisation will be jointly appointment by the relevant Local Authority and Project Co. WEPCo has already commenced the development of 4 schools with the first expected to commence construction in early 2022. Further schools and colleges are expected to commence design development this year. The first project is being developed as a Net Zero Carbon project in operation. This represents an opportunity to partner with WEPCo to support the delivery of high quality energy efficient sustainable schools and colleges for future generations.

Total quantity or scope of tender

The three roles ( Clerk of Works, Independent Tester, Independent Mechanical and Electrical Commissioning Manager) is intended to support the delivery of the 35 new schools and colleges throughout Wales.

These roles will be involved prior to financial close, throughout the construction of the project and post completion to ensure a smooth handover of the new facilities.

With the Welsh Government, WEPCo has set a maximum price for each of the roles. The maximum price is based on a percentage of the total Capex cost. An indicative Capex range for the first six projects has been outlined in the tender document.

3 Conditions for Participation

3.1

Minimum standards and qualification required

WEPCo is looking to procure organisations with substantial experience of supporting the quality assurance of educational facilities. In particular, WEPCo is looking for organisations who can demonstrate involvement in assuring facilities that are constructed to high energy efficency requirements.

The detailed requirements are set out in the tender documents.
