NHS Wales Shared Services Partnership, Procurement Services (NWSSP_ProcS) on behalf of the Welsh Blood Service (WBS), a division of Velindre NHS Trust is seeking to renew the arrangements to supply excess plasma recovered from the processing of whole blood for the benefit of the UK Health Service. The plasma offered will be suitable for use in the manufacture of diagnostic reagents but does not meet the Joint Professional Advisory Committee (JPAC) specifications for Fresh Frozen Plasma or Plasma for Medicines. It cannot be used either as a clinical blood component or as a raw material in the manufacture of plasma-derived medicines.
NWSSP_ProcS and WBS are looking to enter into pre-tender engagement with interested Buyers, who can demonstrate how they would use this plasma for the benefit of the UK Health Service, to explore all options for the sale of their excess plasma. This could include, but is not limited to, a contract to supply frozen plasma to a single customer for a defined period of up to 2 years, or a periodic auction whereby pre-qualified buyers would be invited to submit bids for specified lots of plasma.
All interested parties will be invited to an open pre-tender engagement presentation followed by individual Q&A sessions on Friday 24th June 2022. Should there be a high level of interest then a second date of 28th June 2022 will be scheduled. Please note there will not be an option to select date to attend. This will be an in person event taking place at WBS, Talbot Green, Pontyclun. However, if you wish to attend via Teams this may be accommodated. II.2.4) Description of the procurement
It is anticipated that the Welsh Blood Service (WBS) will produce approximately 555 litres of frozen plasma each month, but the actual quantity available will vary based on a number of factors relating to the fluctuating demand for other components made from whole blood. This plasma is not suitable for clinical use but may be of value for non-clinical use (such as the diagnostic industries).
WBS anticipates that supply of non-clinical frozen plasma under this procurement will be available for up to 2 years.
The plasma will be derived from whole blood donations which will be screened and have tested negative for the following microbiology agents (HIV1&2, HCV, HBV, HTLV1&2, Syphilis).
Once separated the plasma will be stored at 2-6°C for up to 72 hours prior to freezing in a -40°C freezer.
Each pack/unit will have an average plasma volume of 275mls.
The plasma packs will be packaged in a box prior to freezing to -40°C. Each box will contain a total of 16 units and will be stored at -40°C prior to collection by the successful bidder.
Each box will be loaded on to a pallet which will contain 63 boxes.
It is anticipated that there will be 2 pallets of boxed frozen plasma available each month each containing approx. 277 litres with a combined total of approx. 555 litres. The total combined volume of frozen plasma will be confirmed each month.
In addition to the temperature storage data for the consignment, we are also able to provide a donation summary for each of the frozen units within the consignment. This detail will include the donors blood group and the plasma volume in mls of that donation and will be displayed on a delivery note for the consignment.
The WBS reserve the right to amend any plasma volumes stated within the procurement documents.
There may be other plasma products available and NWSSP_ProcS reserve the right to split this tender into Lots if required.
The process for buying the plasma will be discussed at the open pre-tender engagement presentation event.
