II.1.4) Short description
Lot 1 of this Framework Agreement is now OPEN for new applications.Norfolk County Council wishes to procure an open framework with a range of different providers delivering life opportunities in Norfolk. The framework commences on 15th May 2023 and is for 5 years, with the option to extend for up to a further 5 years subject to agreement of Norfolk County Council with the service providers. The Council is subject to the Public Contracts Regulations 2015 and will be carrying out this procurement in accordance with the Light Touch Regime which applies to social services. We initially opened this Framework for the provision of service for People with Learning Disability and or Autism (PWLDA) under Lot 1. We intend for this lot to remain open for new applications for the duration of the Framework. II.2.4) Description of the procurement
This is the application to Lot 1 of this Framework Agreement and will be open for new applications. Norfolk County Council wished to procure an open framework with a range of different providers delivering life opportunities in Norfolk. The framework will be for 5 years from May 2023, with the option to extend for up to a further 5 years subject to agreement of Norfolk County Council with the service providers. The Council is subject to the Public Contracts Regulations 2015 and will be carrying out this procurement in accordance with the Light Touch Regime which applies to social services. We are initially opening this Framework for the provision of service for People with Learning Disability and or Autism (PWLDA) under Lot 1. We intend for this lot to reopen for new applications after the initial opening and remain open for new applications for the duration of the Framework.

The procurement involves the establishment of a framework agreement with several operators.

The Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern EN Standard form 02 - Contract notice 12 / 19 Ireland). Proceedings must be brought within 30 days from the date of knowledge (the date on which the economic operator first knew or ought to have known that grounds for starting the proceedings had arisen) unless the Court considers that there is good reason for extending the period within which proceedings may be brought, in which case the Court may extend that period up to a maximum of 3 months from the date of knowledge.
