Abstract

Foster Wales Cardiff Fostering Service is seeking a suitably qualified / experienced Independent Fostering Panel Chair. In line with the Fostering Panels (Establishment and functions) (Wales) Regulations 2018. The Fostering Panels (Establishment and Functions) (Wales) Regulations 2018 came into force on 29 April 2019. In line with these regulations, Foster Wales Cardiff (Cardiff Council) who provides an in-house fostering service are required to co-ordinate and hold fostering panels that has the following functions: Approval Reg 5 (1) (a) To consider each application for approval and to recommend whether or not a person is suitable to act as a foster parent. Reg 5 (1) (b) where it recommends approval to recommend the terms on which approval is given. Review and Termination Reg 5 (1) (c) to recommend whether or not a person remains suitable to act as a foster parent and whether or not the terms of approval remain appropriate. Monitoring. Review, Quality Assurance Reg 6 (1) states that no business may be conducted by a foster panel unless at least the following meet (a) Chair or Vice Chair (Chair must always be independent) (b) One Member who is Social Worker (c) Three or four other members If the Chair is not present and vice chair is not independent at least one of the other 3 Must be independent. Such panels are instructed by the aforementioned regulations to have a person to chair the panel who is independent of the fostering services (i.e. Council). As such, this role is externally commissioned. A member of the panel and the Chair is not able to have this role for a term exceeding three years and is not able to have the role for more than three terms without an intervening period of three years. Foster Wales Cardiff is now seeking to tender for a Chair for the contractual period initially of three years. Currently the panel generally runs weekly, however can vary from a full day to a half day depending on volumes and demand in terms of applications and reviews.
