II.2.4) Description of the procurement
Essex is a large county with almost 1.5 million residents generating approximately 700,000 tonnes of local authority collected waste per annum. As the statutory waste disposal authority for Essex, Essex County Council (the Authority) is responsible for providing a range of infrastructure and arrangements for the management of waste.
The Authority operate 21 Recycling Centres for Household Waste (RCHW) and 4 Waste Transfer Stations (WTS), and work closely with the 12 borough, city and district councils who are the Waste Collection Authorities (WCA) within the county of Essex.
The purpose of this procurement opportunity is to secure a contract for the maintenance and repair of a stock of approximately 450 Roll-On Roll-Off (RORO) Containers. These units consist mostly of 30m³ (40 Cubic Yard) open Containers that are compatible with the Authority’s hook lift collection fleet.
The Authority are undertaking an Open Procedure via the ProContract e-sourcing portal. The intention of this is to seek to award a contract to a Contractor who can effectively deliver the required services within the Contract Term.

Description of renewals:
The Contract Term for this Agreement is for an initial period of three (3) year(s) with the option to extend for a period of up to an additional two (2) years. An extension may be offered on any number of occasions as the Authority deems suitable, providing that this does not exceed two (2) years in total.
The decision to extend this Contract is at the Authority’s sole discretion and shall be provided to the Contractor in writing.

As part of the 1054 - Container and Access Step Maintenance Tender, the Authority wishes to invite interested providers to attend an online Bidder Session on Tuesday 21st May 2024 (1pm - 3:30pm).
This Bidder Session shall be set up as an online Teams Town Hall meeting. Where Bidders are unable to attend this event, it will be recorded and can be shared following the session.
The Authority expects the Bidder Session to last approximately two and a half (2.5) hours, with a short break after the first hour. The Authority intends to cover the below topics during the Bidder Session:

The Authority’s sites may, at times, also require site additional maintenance and fabrication work to be undertaken and therefore the successful Contractor must have the ability to provide Adhoc Maintenance Works.
