II.1.4) Short description
The Housing and Support Solutions service is the provision of care and support that
enables a Person to maintain their independence in a Supported Housing setting (Lot 1),
or through peripatetic Support Solutions (Lot 2) in the community.
The Council and the ICB are seeking a person centred approach to Service delivery, ensuring that People aged 16 and over are assisted to live a good life and achieve their personalised outcomes. Although the Services are available to anyone aged 16 and over assessed as eligible for health and/or social care services, the primary focus will be young people and working age adults aged 16-64 years with needs related to a learning disability, autism, physical disability, mental
health and / or complex needs.
The intention is to improve access for individuals to good quality housing options and the right types of care and support, in the right place, at the right time.

For the avoidance of doubt this is a 7 year initial term with an option to extend by a further 3 years.

The Housing and Support Solutions service is the provision of care and support that enables a Person to maintain their independence in a Supported Housing setting (Lot 1)
Supported Housing is defined as accommodation provided alongside care, supervision and support, to help people live as independently as possible in their own home in the community.
Providers will be invited to join the Housing and Support Solutions Approved Provider Agreement (APA) via an on-boarding process, which will be a new contracting mechanism to purchase packages of care and support. Once onboarded there will be a flexible call-off approach, where packages of care and support will be completed via a mini competition, or a direct award will be made, in accordance with the Call for Competition Procedure as set out in the APA.

The procurement involves the establishment of a framework agreement with several operators.
Justification for any framework agreement duration exceeding 4 years: The market was keen on having the new contract’s term much longer than the existing 3+2 years contract. The responses suggest 5 years plus with extensions leading to up to 10 years. They suggested that longer contract would provide them with better financial stability and allow time to grow their business.
