Abstract

Herefordshire Council (the council) would like to thank you for your interest in this opportunity for the procurement of the Adult and Community learning framework.

The council is inviting providers to join a framework of approved delivery organisations for the provision of adult and community learning services in the county. In addition Lot 10has been included which addresses a council requirement for an ongoing ESOL service to support vulnerable service users to attain a basic level of English. This is an Invitation to tender for providers of appropriate services to apply to join a framework of providers, who will then be invited to tender for various mini-competitions (call-offs) for a 3 year period.

For Lot 1-9 Herefordshire Council delivers adult and community learning provision in the county through Education and Skills Funding Agency (ESFA) funding via the Adult Education Budget (AEB).

For Lot 10: Learning to meet the need of foreign language speaking vulnerable people to reach a basic level of conversational English. This is funded by the council not by ESFA funding.

The procurement of these services will meet Herefordshire Council’s contract procedure rules, The Public Contract Regulations 2015, the ESFA’s AEB Funding and Performance Management Rules which determines the eligibility of learners, compliance with Ofsted’s Further Education and Skills Inspection Handbook, and requirements concerning quality and financial accountability.
