assess its effectiveness and recommend improvements. Includes both formal
operation principles as well as the informal ways that decisions are made
• Phase 1 - FM Model Review - Review financial management, systems, and
capacity, capabilities and competencies of all to manage budgets and
recommend improvements
• Phase 1a - Financial Resilience Review - Review grip on spend, delivery models,
deliverability of savings plan and other elements of sustainability and
recommend improvements
All of the above is to comply with DLUHC requirements for FM modelling and financial
resilience.

Potential Additional Works Should Additional Funding Be Secured by Dudley
Metropolitan Borough Council and Phase 2 & Phase 3 works not exceeding permitted
contract variation thresholds:-
• Phase 2 - Deep dive review of individual service areas - This is subject to Dudley
Metropolitan Borough Council securing necessary funding to undertake this
work and providing CIPFA C.CO Ltd with a specification.
• Phase 3 - Financial management improvement - This is subject to Dudley
Metropolitan Borough Council securing necessary funding to undertake this
work and providing CIPFA C.CO Ltd with a specification.
Optional Services required
Phase 2 and Phase 3 works summarised above. Subject to value of these works (not
exceeding the permitted contract variation threshold) and securing additional
necessary funding, Dudley Metropolitan Borough Council will explore the option to
request these works from CIPFA C.CO Ltd under a contract variation.
