Cynefin Project - Green Heart of Wales: Professional Services This is an exciting opportunity to support the work of the Centre for Alternative Technology (CAT). CAT is an internationally renowned environmental charity, a world-leading eco centre, and one of the foremost providers of postgraduate environmental education in the UK. The aim of Cynefin is to transform CAT’s capacity to provide the skills, knowledge and understanding needed in the transition to a zero carbon economy, helping create a sustainable future for all humanity as part of a thriving natural world. Through the creation of a flagship regional sustainable tourism destination and a world-leading skills centre, the project aims to build on CAT’s 45 year history of innovation in environmental solutions and offer a significant new contribution to Wales’ reputation as a leader in sustainability. The core project investment objectives are: 1) To create a world-class quality tourism experience, delivering a major contribution to the Mid Wales economy, themed around innovation, sustainability and wellbeing. 2) To contribute to the delivery of sustainable Skills for the Future and Lifelong Learning 3) To contribute to research and innovation in sustainable technologies and practice in support of the low carbon economy, acting as an interface between business, academia and the general public 4) To contribute to the regional economic development of Mid Wales. Cynefin secured the support of the Growing Mid Wales Board for inclusion in the 110million GBP Mid Wales Growth Deal Portfolio Business Case on 21 September 2021. This required CAT to develop and submit a Strategic Outline Case (SOC). In parallel with Welsh and UK governmental review and approval of the portfolio case, CAT are required to revisit and refine the SOC and now develop the Outline Business Case (OBC). CAT have secured the services of an organisation to develop the Strategic Outline Case and build foundations for the Outline Business Case. This work concludes in early March 2022, with SOC submitted in February 2022. CAT is now in a position to tender for the Professional Services that will build on this initial work. For such a transformative piece of work, CAT are keen to secure external expertise to support our efforts and help us deliver a compelling and robust funding proposition and organisational business case. Under this phase of Cynefin, there are three workstreams. These are being treated as three separate contracts, and suppliers are able to tender for more than one. A Scope Summary document combining details of all three workstreams is available on request, which enables more understanding of respective workstreams. Workstream 1 Professional Services: Project Management; Business Case Development; Market Assessment; Stakeholder Engagement and Fundraising. Workstream 1 - Professional Services:

The purpose, scope summary, and key deliverables are set out below for each function of the procurement.

1) Project Management:

Scope Summary:

- day-to-day management and delivery of the OBC

- Act as point of contact between all three workstreams and in liaison and consultation with CAT.

- Manage deadlines to ensure delivery of the Outline Business Case by expected deadline (tbc summer 2022).

Deliverables:

- Project Management Plan including timeline.

- Regular communications across workstreams

- Coordination and chair of key meetings.

2) Business Case Development

Scope Summary:

- Based on the Strategic Outline Case, develop an Outline Business Case for the project’s preferred option in line with Green Book principles, identifying next steps required to further establish and interrogate 5 cases: Strategic; Economic Commercial, Financial and Management.

-Test the options for income generation and expenditure potential and feed this into the assessment process;

- Analyse the existing financial data provided by CAT, and other workstreams and studies to establish a high-level financial model considering constraints/opportunities.

Deliverables:

- Business plan that reflects CAT’s internal decision-making needs.

- Outline Business Case in line with Green Book Principles.

3) Stakeholder Consultation and Engagement

Scope Summary:

- A stakeholder consultation relating to the creation of a world-class tourism experience, delivering a major contribution to the Mid Wales economy, themed around sustainability, innovation and wellbeing.

- A stakeholder consultation relating to the creation of on-site skills training facilities integrated with a holistic demonstration of sustainable development and forming part of a distributed sustainable skills training programme.

- Engage and build support for the Cynefin project amongst key internal and external stakeholders.

Deliverables:

- Stakeholder and engagement strategy

- Delivery of Stakeholder and engagement strategy

- Report detailing stakeholder consultation and engagement to feed in to the Cynefin business planning process and in form that is usable as an appendix to the Business Case.

4) Market Assessment.

Scope Summary:

- An analysis of the project in terms of location/ perception/ landscape/ messages/ orientation/ accessibility/ management/ local amenities/habitat/ wildlife/ disturbance/ tourism/ planning etc. to build up a picture of the opportunities and constraints of the site.

- Drawing on the stakeholder consultation and engagement identify existing and potential tourism audience, understanding who they are and drivers for visiting.

- Research and detail benchmarked information to inform the business plan including: Visitor numbers; Income/expenditure information; Details of the experience and facilities offered; Staffing levels including volunteers, and current trends and innovative technology in the tourism space.

- Research broad skills training sector to identify WHAT within Sustainable Food & Horticulture, Sustainable Tourism, Sustainable Construction AND

- Consideration of the opportunities for delivering accredited training and the market in relation to, the general public and the formal education sector.

- Access assessment to identify barriers to access (social, physical, language etc.) and provide recommendations for removing those barriers.

Deliverables:

- Market assessment report for tourism.

- Market assessment report for practical skills training.

5) Fundraising

Scope Summary:

- Support the business planning of the organisation by helping identify a diverse portfolio of income sources.

- Test potential funding scenarios against the project and CAT’s business needs to determine worst case, forecast and best case.

Deliverables:

- Development of a funding strategy

- Funding Assessment detailing potential scenarios and respective opportunities and risks.
