Aims and Objectives
The successful firm will report upon the Financial Statements of the Group having carried out examinations of those Statements in accordance with the requirements of the Co-operative and Community Benefit Societies Act (Group Accounts) Act 2014, schedule 1 to the Housing and Regeneration Act 2008 and the Accounting Requirements for Social Landlords Registered in Wales - General Determination (Wales) 2015.
The external auditor will also be required to report to the relevant Committee and Members at the Annual General Meeting that in their opinion the underlying records and control systems are necessary and sufficient to reach their opinion on those statements.
The external auditor will also be required to report to the relevant Committee and Members at the Annual General Meeting if in their opinion the Group has not maintained a satisfactory system of control over its transactions.
The external auditor will also be required to ensure compliance with all relevant Codes of Audit Practice for Housing Associations registered in Wales as issued by Welsh Government.
A prerequisite for an adequate fully comprehensive External Audit Service is the planning of audit work and the drawing up and implementation of a robust audit plan clearly based on identified principles of risk

Minimum standards and qualification required
Selection process - Interview
Melin Homes intends to carry out an interview and selection process to the top 3 highest bidders, based upon the tenders returned and the information therein. Please make sure you are available Wednesday 4thth January 2023 to attend an appointment located at our Melin offices, Pontypool, South Wales.
Shortlisted tenderers will then be invited to an interview to a panel made up of members of staff and Board Members followed by question-and-answer session. The format and duration of the session will be notified to those successfully shortlisted.

Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:
It is Melin Homes' responsibility to deliver and report on Welsh procurement, supply-chain opportunities, resource and waste, targeted recruitment, and training (TR&T) and community donations, to enable us to monitor our economic and environmental impact in Wales. Therefore, activities will support this based on the minimum guidelines of 0.5% of the contract value will be payable by the contractor/supplier. Invoicing for the Sustainable Communities Fund sum will be subject to VAT and invoices raised at time agreed at purchase/pre-contract.
On the signing of the service level agreement which will be issued to each company who has agreed to adhere to the payment of 0.5% of the value of all works undertaken during the period, into the Melin Homes Sustainable Communities Fund and payment will be made via invoice issued from Melin Homes, quarterly. In relation to employment and training opportunities, we will ask from time to time if you are able to support our residents with opportunities to gain experience and skills. However, where a larger contract is awarded, the contractual requirement ais as below:
