The DVOR at Kirkwall Airport is reaching the end of its life. A DME is co-located with the DVOR. Replacement of the DVOR and associated Remote Control and Monitoring System is required. HIAL intends to re-use some, or all, of the existing infrastructure including the counterpoise, cabin, electrical systems and intersite connectivity.

II.2.4) Description of the procurement
HIAL requires the capability to provide a DVOR service within the published DOC. User and technical system requirements are included in the Tender Pack.
The capability shall be delivered compliant to all applicable regulations, with minimal impact on Kirkwall Airport’s operations, by upgrading, replacing or adding to the core components of the current DVOR.
HIAL intends to re-use some, or all, of the existing infrastructure including the counterpoise, cabin, electrical systems and intersite connectivity, with the caveat that these are part of a system installed 30 years ago and will have aged accordingly.
The successful technical solution will involve the replacement of the DVOR electronics and associated Remote Control and Monitoring System and the re-use of each of the existing cabin, counterpoise and DME.
DVOR and DME antennas are to remain at the current coordinates.

The draft contract attached to this notice will expire at the end of the warranty period for the technical solution. After the expiry of the warranty period, HIAL may award additional contracts for the supply of goods and services necessary to ensure operation of the equipment for the remainder of its economic life (estimated to be 15 years from the date of installation).
