Description of the contract
Ymddiriedolaeth Drws I’r Dyffryn - Tywi Gateway Trust wish to appoint a consultant to produce an evaluation plan and to monitor and evaluate both the development and delivery phases of a NLHF funded project to restore and enhance the Bishop’s Park Walled Garden, part of the historic grounds of the old palace of the Bishops of St David’s, now home to Carmarthenshire Museum, on the outskirts of Carmarthen.
We are looking for a skilled evaluator with experience of working with community led National Lottery Heritage Fund funded projects, able to work through the medium of English and Welsh. They will be responsible to the Project Manager and will work closely with the project’s Engagement Officer, whose role will include responsibility for supporting the project’s evaluation through community consultation and public engagement and activity.
This project will restore and re-invigorate the walled garden, working with the local community to conserve and protect surviving historical features, and create a multi-functional space that will enable a range of health and wellbeing, educational, training and community services to be delivered based around horticulture, food production, nature conservation, and events management.
There will be an initial development phase through to December 2024 in which there will be extensive community consultation to inform the details of the delivery phase including the capital works, and a programme of community activity and engagement.
A further funding application for the delivery stage of the project will be submitted to the NLHF in August 2024.
Should this second stage application be successful, the evaluation consultant will then monitor and evaluate the delivery phase of the project over an 18 month period.
A contract will be let for monitoring and evaluating both the development and delivery stages of the project, with a break clause should the delivery phase of the project not take place.
