Abstract

The University wishes to establish a framework for the 'Provision of Specialist Temporary

Agency Early Years Practitioners' using the OPEN procurement procedure.

The University wishes to establish a framework with up to five (5) providers for the 'Provision

of Specialist Temporary Agency Early Years Practitioners'.

The annual procurement spend is in the region of up to £540,000 but there is no guarantee

that this level of spend during this new framework will be achieved.

The agency margin will be fixed for the duration of the contract, although statutory costs and

temporary worker hourly rates may be amended in line with government legislation.

The Framework Agreement will last for a period of up to but not exceeding four (4) years

(unless terminated under the Framework Agreement provisions).

The procurement will be structured as follows:

• Specialist Temporary Agency Early Years Practitioners.

The Framework Agreement will be awarded to a maximum of five (5) agencies and the

allocation of shifts on the following basis:

• The first ranked agency, in terms of MEAT will be provided with shift requirements for a twoweek period for 'Band 300 Nursery Practitioner requirements' and will have a period of oneweek to confirm whether or not that they can fulfil the request

• Those shifts that have not been fulfilled will then be communicated to the other agencies

on the framework

• Based on the first response received, those agencies that confirm that they can fulfil the

request will be awarded the assignment(s).

The specialist temporary agency job roles covered under this framework include but not

limited to.

• Band 300 Nursery Practitioner Level 3 - Qualified

The University wishes to establish a framework for the 'Provision of Specialist Temporary

Agency Early Years Practitioners' using the OPEN procurement procedure.

The University of Birmingham (UoB) has three-day nurseries; The Oaks, The Elms, and The

Maples Day Nurseries all of which are / have:

• members of the National Day Nurseries Association (NDNA) - the national charity

representing children's day nurseries across the UK, which promotes quality in early years

care and education for the benefit of children, their families, and the local community.

• All our staff members are paediatric first aid trained

• Operation Encompass setting and NSPCC Graded Care Profile trained

• Secure entry by fob only and 24-hour CCTV

We are dedicated to providing high quality childcare, which offers each individual child a

safe, secure, and caring environment. We provide a comprehensive range of stimulating and

purposeful opportunities and experiences that allows each child to explore and pursue their

own interests and goals to promote and enhance all aspects of their individual development.

Our mission is to provide high quality, inclusive childcare and education for University of

Birmingham staff and students as well as parents in the local community. Our highly trained

team use their skills, warmth, and passion to apply the National Framework for early years

which are underpinned by our nursery values.

Our aim is to help your child develop physically, intellectually, socially, and emotionally

helping to prepare them for their future at school and beyond. We understand that each and

every child needs a happy, healthy environment for learning and playing and our day

nurseries are dedicated to helping parents provide just that. Children benefit immensely

from the rich, stimulating environment and the wealth of learning opportunities that are

available to them. The government's Early Years Foundation Stage (EYFS) is the framework

the nursery follows to provide that assurance.

The children are surrounded by their peers and dedicated practitioners to allow them to

develop at their own pace.
