Framework Agreement For Civil Engineering Works for the Engineering Division of the Highways Departm

Description of the goods or services required

The Framework is split into 2 separate Lots, consisting of Lot 1 & 2 which are detailed below, it is the Council’s intention to enter into a Framework Agreement with 8 suppliers per Lot unless fewer bids are received.

Lot 1 - Day Works & Lot 2 - Measured Works

When preparing rates for submission, the following must be considered. Temporary materials e.g. formwork will be supplied by the Contractor. Site welfare and accommodation will generally be provided by the Authority. Should the Contractor require additional welfare, stores or office accommodation the cost of such will be borne by them. The submitted measure work rates must include for all Contractor’s costs i.e.

i. Labour, including all employment costs, overheads and profit.

ii. Plant and haulage, including all fuel, overheads and profit.

iii. Transportation to and from the site, including all overheads and profit.

iv. Equipment, other than plant e.g. scaffolding, required to carry out tasks, including all overheads and profit.

v. Compliance with Health and Safety and the Construction Phase Plan.

vi. Preparation of all appropriate Health & Safety information such as RAMS.

Permanent materials will meet all relevant specifications contract drawings and documentation. Any change in material specification, approval must be sought from the authority before procurement.

The Condition of being awarded onto this Framework is that suppliers Must Quote For Both Lots, suppliers bids will not be considered if Pricing is not Submitted for Both Lot 1 & 2.

The Successful Tenderers shall be the Tenderers attaining the Top Eight (8) highest overall Weighted Scores for each Lot (Lot 1 and 2), i.e. the Eight Tenderers attaining highest combines Quality and Price score for Lot 1 and the Eight Tenderers attaining the highest combined Quality and Price scores for Lot 2.

2. Express an interest in the project:

— Click on the relevant ITT to access the content.

— Click the “Express Interest” button in the “Actions” box on the left-hand side of the page.

— This will move the ITT into your “My ITTs” page (this is a secure area reserved for your projects only).

— Click on the ITT code. You can now access any attachments by clicking the “Settings and Buyer Attachments” in the “Actions” box.

3. Responding to the invitation to tender:

— You can now choose to “Reply” or “Reject” (please give a reason if rejecting).

— You can now use the “Messages” function to communicate with the buyer and seek any clarification.

— Note the deadline for completion, then follow the onscreen instructions to complete the ITT.

— There may be a mixture of online and offline actions for you to perform (there is detailed online help available).
