Hampshire County Council has commissioned its county-wide service for Supporting Hampshire Young Carers.
HCC's Children's Services has a statutory duty to assess whether Young Carers in the county have needs for support and, if so, to assess what those needs are and meet those needs through appropriate services.
The appointed Service Provider will carry out assessments, where required, and provide access to support, tailored information and advice and targeted group activities for young carers as appropriate. These activities may be provided by the Service Provider(s) or referred and signposted on to other organisations to deliver.
The contract is for an initial period of 3 years, with 2 further extensions of 1 year each, to a maximum of 5 years, The contract will start on 01 December 2024.

II.2.4) Description of the procurement
The term 'Young Carer' should be taken to include children and young people under 18 who provide regular and ongoing care and emotional support to a family member who is physically ill or have poor mental health, a disability or substance misuse issues. The delivery of the contract is essential in ensuring that the vulnerabilities of young carers are recognised and acted upon.
HCC works hard to promote the rights of our young carers to have access to the support that they need. The Service Provider is required to
- carry out assessments, where required
- provide access to support, tailored information and advice
- provide access to targeted group activities for young carers
- ensure that the young carers receive support
- provide access to mentoring and to receive guidance
These activities may be provided by the Service Provider(s) or referred and signposted on to other organisations to deliver.
The key aims and objectives of the service are:
- Early identification and assessment
- Support
- Multi-Agency Working
- Consistent service offering across the county
Further objectives include Promoting Young Carer's rights; To Listen and take the Young Carer's views into account; for the Young Carer to have someone that they can talk to; for professionals to be aware and understand them.
