II.2.4) Description of the procurement

The Health Care Services (Provider Selection Regime) Regulations 2023, Paragraph 10 - The Most Suitable Provider Process is being used to commission this service. This notice will be live for fourteen (14) days from the date of publication.<br/><br/>Following a review of health and social care in women’s prisons, commissioners would like to commission a Gynaecologist/Sexual Consultant led Women’s Health and Wellbeing Hub in HMP/YOI Foston Hall and HMP/YOI Drake Hall. Commissioners are looking for an experienced provider who is currently providing women’s health services in similar settings or the community.<br/><br/>The aim of the Hub will be to provide a calm trauma informed environment with the appropriate equipment for sexual reproductive service delivery in the secure settings. To provide this service it is expected that there will be recruitment of staff with a particular interest, training and governance processes with sexual reproductive services. The service will be required to be Gynaecological/Sexual health consultant led.<br/><br/>The aim of the women’s health and wellbeing hubs is to integrate services and ensure parity of care into the community. In addition, the hub will seek to improve patient experience, deliver care closer to the patient, and tackle health inequalities. <br/><br/>The aim of the hub is to provide intermediary care between primary, secondary and community care.<br/><br/>The core specialties that the service will deliver in house (if not already commissioned within the current health provision) is:<br/>- Menstrual problems<br/>- Pessary fitting and removal<br/>- Endometriosis<br/>- Polycystic ovaries<br/>- Incontinence care<br/>- Pelvic Pain<br/>- Delivering and/ or developing pathways into Ultrasound, Hysteroscopy, Biopsy and colposcopy<br/>- Developing care pathways into and referral mechanisms for domestic violence and abuse services<br/><br/>These hubs will provide women with timely access to appointments and trauma-informed care for women’s specific health needs. The hubs will support the reduction in health and social care inequalities for this patient group, compared to women in the community.<br/><br/>Provider must be able to deliver this service safely and effectively from the contract start date of 6th June 2025 however, commissioners reserve the right to amend the contract start date.<br/><br/>The contract will be for 3 years with the option to extend for a further 2 years.<br/><br/>Providers must be able to deliver the service within the budget envelope as follows: <br/><br/>Total contract value is £1,250,000 over a 5 year contract period (3 + 2 years) (£250,000 per annum).<br/><br/>Provider(s) wishing to express and interest and be considered for the MSP process must<br/>register on Atamis and submit response via Atamis stating you would like to be considered.<br/><br/>All expressions of interest must be submitted by midnight on Monday 11th November 2024.

This is a Provider Selection Regime (PSR) intended approach notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For avoidance of doubt, the provisions of the Public Contract Regulations 2015 do not apply to this award.<br/><br/>The decision to award the contract will be made by the NHS England Midlands Commissioning Group.<br/><br/>It is the intention to award a contract using the most suitable provider process.
