Essex County Council ("The Council"), Thurrock Council, Southend-on-Sea City Council and the Police, Fire and Crime Commissioner have come together in collaboration to redesign the Domestic Abuse service offer for the people of Essex. This collaborative approach also includes conjoint working to ensure a joined up approach to responding to incidents of domestic abuse within Essex. Our initial funding envelope is £25 million over the lifetime of the contract and is distributed across the lots based on forecasted demand data.
In addition, the budgetary projections for this service incorporate flexibility to respond to increased demand depending on the availability of potential additional external funding amounting to £20 million during the lifetime of the contract. For the avoidance of any further doubt, any additional funding will be in line with the rates and costings set out within the tender of awarded bidders Please be advised that the Council is unable to guarantee access to any additional funding at the point of tender and any variation of the stated contract value for this procurement remains subject to further internal governance at the Council's sole discretion.

The purpose of the CPOC is to provide specialist domestic abuse needs and risks assessments and expert information, advice and guidance and where needed, onwards referral to support for adult victims and perpetrators.
A victim is a person who is experiencing / have experienced domestic abuse.
A perpetrator is a person who purposefully causes harm to another person or allow for harm to be done to another person.
