Abstract

NWSSP Procurement Services (NWSSP) in collaboration with the National Collaborative Commissioning Unit (NCCU) are considering a procurement exercise to commission an Eating Disorder service. This is not a call for competition. The purpose of this PIN notice is to alert potential providers of an opportunity to meet with NWSSP and NCCU at a virtual pre market engagement event on 7th November 2022, in accordance with the requirement of the Public Contract regulations 2015 as amended. If the service decides to undertake a procurement exercise this will be advertised as appropriate at the relevant time. This notice is also an opportunity for any potential providers to submit requests for tender documentation in Welsh. Any requests for documentations to be provided through the medium of the Welsh language must be submitted by via email to gemma.roscrow@wales.nhs.uk by Friday 4th November. CPV: 85111500, 85111500.

II.2.4) Description of the procurement

NWSSP in collaboration with the NCCU is seeking to commission a 10 bedded female / mixed Eating Disorder unit for adults 18+. The hospital unit must be registered with the appropriate regulatory body as a Mental Health unit, staffed and fully equipped to take on patients from 31 March 2023. The unit must also include, but not be limited to, the following;

- The ability to take complex adults –nasogastric fed

- A supported feeding environment

- Access to GP and physical healthcare nurses

- A specialist ED dietician

- Recognise the need for pathways into local general health services

VI.3) Additional information

In line with the Public Contracts Regulations 2015, NHS Wales Procurement Services and NCCU wish to hold a Preliminary Market Consultation event prior to determine the feasibility of commissioning an Eating Disorder unit. As such, discussions will be held with potential bidders prior to starting a procurement procedure, the purpose being to both inform bidders and to allow Procurement Services and NCCU to seek advice in the planning and conduct of the procurement procedure. Procurement Services and NCCU will run the Preliminary Market Consultation event virtually via Microsoft Teams on 7th November 2022, starting at 13:00. Potential bidders will be provided with further insight into the requirement and given the opportunity to ask questions. In order to help define the requirement and to develop the contract’s requirement, following the presentation / Q&A session, potential bidders will have an opportunity to have a 1:1 with NCCU representatives (maximum 15 minute allocated slot).
