II.1.4) Short description
Swansea Council and its partners, the Climate Change and Nature Action Charter Signatories Group (Signatories) are requiring an independent Adaptation and Mitigation Strategy to be drawn up for Swansea as a city and county. The purposes of which are to identify the key priorities for action required for a just transition to net zero. This Strategy and key priorities will be used by the Signatories to draw up a comprehensive action plan and will be used to influence key decisions made by public and private sector organisations operating in Swansea.
The Strategy will be required to be co-produced with Signatory organisations and the communities of Swansea and will be used as an education and engagement tool for communities.

II.2.4) Description of the procurement
AIM:
To develop a climate change mitigation and adaptation strategy that provides a just and equitable transition to net zero for all citizens in Swansea, creating a liveable future with nature rich environment and health & wellbeing for all at its heart.
OBJECTIVES:
- Develop a strategy that identifies key priorities for collaboration across the Swansea region, for both mitigation and adaptation
- Develop a pathway to Net Zero
- Develop mechanisms that will prevent ‘Lock-In’
- Highlight key stakeholders in the identified priorities
- Understand other future opportunities
- Understand the cost of not adapting and mitigating and potential impact on Swansea region
This will be achieved through the following:
- Understanding the current status of mitigation and adaptation in Signatory organisations
- Benchmarking best practice
- Undertaking workshops with citizens from across Swansea region
- Developing a strategy document for the Swansea region with key priorities outlined that will enable a full action plan to be developed by the Signatories

Interested bidders will need to email Jane.Richmond@swansea.gov.uk no later than 12pm on 31st October 2023 to express an interest in the scheme and submit a response to the questionnaire attached to this notice.
The publication of this Prior Information Notice is for information gathering purposes only at this stage and forms part of the market testing initiative. Expressions of interest received will not be scored and will NOT form part of an evaluation process.
This exercise will not be used for the purposes of short-listing at a later stage and non-participation will not restrict access to any tender opportunity that might follow from this exercise.
Swansea Council reserves the final right to follow what it considers to be the most appropriate approach to market and will not meet any costs incurred by any party in responding to this exercise. Having considered all representations Swansea Council reserves the right to package the requirement in such a way as to offer the most cost effective, sustainable solution.
