Abstract

The purpose of this Contract is to carry out a National Baseline Assessment (NBA) on the Implementation of the UN Guiding Principles on Business and Human Rights (UNGPs). The assessment will cover all three pillars of the UNGPs: State Duty to Protect, Business Responsibility to Respect, and Access to Remedy. The NBA will clearly identify measures taken by Government that support business compliance with international and regional human rights standards and identify possible gaps in current measures. It will also assess to what extent UK businesses have committed to respecting human rights, including by carrying out voluntary Human Rights Due Diligence, and providing effective remedies for abuses.

The FCDO is procuring evidence and evaluation services to understand the extent to which the UNGPs have been implemented in the UK. The main output for the Contract is the National Baseline Assessment (NBA), which must be informed by both quantitative and qualitive research, using desk-based and participatory research methods including engagement with relevant stakeholders, including but not limited to businesses, government officials, civil society organisations, academics, and international organisations. The NBA will include an assessment of the current state of play, and also recommendations for addressing any gaps identified.
