1. This Speculative Notice is intended to act as a Pre-market Engagement process to identify Main Contractors with experience in heritage Works who are interested in the Main Construction Contract for the Grand Pavilion Porthcawl, revitalising the offer and bringing the building back into commercial use.
2. We are inviting interested parties to attend an online briefing meeting where we will talk through the details and objectives of the project and the potential procurement and contract arrangements. Separately we will also offer the opportunity for a site visit to see the stripped out building and understand better the nature of the works. Finally, there will be a short questionnaire that we would appreciate contractors completing that will help inform our thinking as we consider the shape of the procurement and contract arrangements.
3. A pack of information containing drawings and basic information about the building and the project are downloadable from a link in the Market Engagement document uploaded to Sell2Wales.
4. Details to register your interest to attend the online briefing and/or the site visit are also included in the information pack at Sell2Wales. The online briefing will be on Monday 14th October at 1pm and the site visit will be on Wednesday 16th October 2024 at 10am.
5. Description of the project:
This hugely significant, prestigious project will revitalise the much-loved Grand Pavilion and secure a long term sustainable future. The project, fully funded, with planning permission secured, and a soft strip enabling works package completed, is seeking a main contractor partner to deliver this transformational scheme. Once finished, the refurbished Grand Pavilion will drive footfall to the seafront, boosting local businesses, and providing community spaces for local and regional groups.
Improvements to the building include:
• ensuring the venue is fully accessible for visitors, staff and performers
• ensuring the building is energy efficient
• building of new creative and artistic spaces
• significant maintenance works
An important part of the community, the Grand Pavilion is at the heart of the community and a key destination for visitors.
These improvements will:
• celebrate the Grand Pavilion’s iconic architecture by restoring it to its former glory
• create opportunities for employment, volunteering and training
• develop the venue as a centre of artistic excellence
The works include conservation and repair of the Grade II listed Grand Pavilion including refurbishment of the clock tower, stained glass windows, and new metal roof covering to the dome. New extensions to provide passenger lift, new creative spaces, additional toilets and supporting back of house areas, new glazed roof top pavilion and associated improvements and renovations to the existing building.
The value of the project is in the region of £15m – £20m.
The timescales for delivery is to appoint the contractor in January, with a start on site in February and anticipating an 18-24 month programme.
