This is an Award Notice. Hertfordshire County Council has awarded a contract for the Provision of a Mobilising System Support and Maintenance Agreement.
In order to maintain the combined control room for the East Coast & Hertfordshire Control Room Consortium until the dissolution, there is a requirement to extend the Vision 4 mobilising system contract with the current supplier in order to align with each of the four consortium fire and rescue services' timelines to implement their replacement systems.

Justification for selected award procedure:
The works, supplies or services can be provided only by a particular economic operator for the following reason: absence of competition for technical reasons
Explanation
Hertfordshire County Council (HCC) is relying on Regulation 32(2)(b)(ii) of the Public Contract Regulations 2015 in making this award without prior publication. Regulation 32(2)(b)(ii) permits such an award where competition is absent for technical reasons.
In order to maintain the combined control room for the East Coast & Hertfordshire Control Room Consortium until the dissolution, there is a requirement to extend the Vision 4 mobilising system contract with the current supplier in order to align with each of the four consortium fire and rescue services' timelines to implement their replacement systems.
The current solution needs to continue with all 4 consortium fire and rescue services and not individually. Each of the 4 services have completed separate successful procurements of new mobilising contracts which will all go live at various stages of 2025.
The Council has therefore awarded a contract to NEC to ensure on-going service delivery. The contract will be for 6 months with the option to extend for a further 6 months to allow services to take a shorter extension to align with their timelines and reduce unnecessary cost.
The contract is due to start on 01/04/25 until 30/09/25 with the option to extend for a further 6 months until 31/03/26.
