Powys County Council (“the Council”), invites tenders from suitably qualified and experienced providers to be awarded a Contract for the Provision of Day Time Activities / Care for Older People including those with dementia and neurological conditions.

The duration of the Contract will be for 3 years with an option to extend for up to a further 1 year plus 1 year at the Council’s discretion.

The purpose of this tender exercise is to put in place a Contract with a sole provider for the Provision of Day Time Activities / Care for Older People including those with dementia and neurological conditions as described in the Service Specification.

The Service Provider, (or sub-contractor engaged by the Service Provider) to provide personal care must be registered for the delivery of Domiciliary Care with the Care and Social Services Inspectorate Wales, (CSSIW).

Please note this procurement is being conducted under the Light Touch regime under schedule 3 of the public contracts regulations 2015.

Total quantity or scope of tender

The Service is currently delivered from Maes y Ffynnon Day Centre, Crickhowell and serves a population in a wide rural area running from Capel y Ffin and the communities of the Black Mountains in the north, along the Powys border and towards Brecon in the east.

The Commissioner seeks to block purchase 50 places a week from the Service Provider over 52 weeks per year. There is no prescription as to the number of days per week these places should be delivered but, once set, any changes will only be permitted following significant consultation in order to align with individual Service User care plans.
