VII.2) Information about modifications
VII.2.1) Description of the modifications
The original contract was tendered to run until Jan 2023 with two tranches of the programme with 40 participants engaged in enterprise awareness and 20 participants completing the full programme. The modification would allow for the programme to be extended to three tranches. Phase 2 to be brought forward and to double the present capacity of the programme to respond to additional need created by Covid-19 crisis.
Extend delivery from 20 to 40 participants with awareness building for an additional 40 people and the second phase uplift to commence in October 2020 and run to June 2022.
The additional budget of GBP 100 000 associated with the enhanced delivery, bring the programme budget to GBP 300 000.
VII.2.2) Reasons for modification
Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee
Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:
The modification is due to the recent outbreak of Covid-19, which was unforseen when this contract was put in place. The aim of this programme is to support those who are economically inactive/out of work many of who are low-skilled to start a business or build skills to enter employment. The enterprise pathway programme will provide a long-term, flexible and personalised initiative for the economically inactive to encourage enterprise and/or access to employment.
The modification to the contract will allow Belfast City Council to extend the programme to form part of the Covid-19 recovery. Unemployment figures are highest in a decade and a large number of jobs will be vulnerable when the government emergency support ends in October. Additionally there will be a reduced number of opportunities. Entrepreneurship is one mechanism to support those out of work to move off benefits while supporting city recovery and supporting business start and economic growth.
