II.2.4) Description of the procurement
The Health Board’s Nephrology and Transplant Directorate currently manages the provision for satellite dialysis units across six satellite units in South East Wales. These units provide maintenance haemodialysis for adult patients with chronic established renal failure for which these units offer patients vast health and physiological benefits. The aim of providing equitable access for patients is designed to be met by locating satellite units in the community, allowing the provision of accessible renal services. As such, the units are strategically located across South East Wales within 30 minutes of most patients’ homes.
In 2016, the Health Board awarded a contract with B Braun following a competitive dialogue tender to commission five (of which three were new) fully managed service satellite renal dialysis facilities with minimum commissioned treatment numbers.
Following a review of current capacity and predicted growth above the projected patient numbers within the original tender process, the Health Board wish to increase their capacity in two units, that of Cardiff South Unit and Pontypool Unit by utilising the home haemodialysis training rooms for further stations.

Justification for selected award procedure:
The procurement falls outside the scope of application of the Directive
Explanation:
The Nephrology and Transplant Directorate are holding transfer waiting lists greater than 10 patients for 4 of 6 units in the region, with on over 20 patients. The position is requiring close daily management and monitoring from both the Directorate Manager and Directorate Support Managers as well as the Lead Nurse. There are frequent discussions with WAST on transport options, potential charges for external providers. In addition to this, there are frequent discussions with units, consultants to ensure slots/options maximised and a weekly meeting to discuss slots/plan/capacity, liaise with ward, CKD, Home and Transplant team.
In order to alleviate some of the pressures from running capacity above the predicted growth of patient numbers, the Health Board wish to increase their capacity in the established Cardiff South and Pontypool Units by utilising the home haemodialysis training rooms for further stations. As these units are leased, run, supported and staffed by B Braun, they are the only provider who can deliver the increased capacity within the footprint.
Based on the above, the Health Board is issuing this notice applying a 10 day standstill period prior to award of this increased capacity for the following three years in line with the current South East Wales contract.
