Abstract

Haringey Council is inviting interested organisations to a market engagement for the provision of Young People Supported Housing Pathway Services.

The event will take place on Monday 23rd September 2024, from 2.30 to 4:00pm at Alexandra House Level 8, 10 Station Road, Wood Green N22 7TR.

Please arrive 15 minutes prior to the event start time to allow an appropriate time to sign in at reception. Refreshments will be available.

The aim of the pathway is to focus on building young people's resilience, by preparing them for independent living and the transition to adulthood. This will reduce the potential for repeat homelessness and long-term reliance on statutory services.

The Council's ultimate objective is to offer a range of provision types, settings and support levels tailored to meet different service user needs.

Young people will have a variety of needs including but not limited to mental health, substance misuse and history of involvement with the criminal justice system and specialist advice in areas such as immigration, Violence Against Women and Girls (VAWG), torture and trauma counselling, sexual abuse support and trafficking.

Support provided will enable young people to build on their assets and develop their independent living skills, tenancy retainment and engage in education, training and employment (ETE). Services will focus on building young people's resilience to break the cycle of homelessness and achieve successful health, wellbeing, and employment outcomes.

The pathway will provide 56 units of high-quality accommodation and holistic housing related support for vulnerable young people aged 18 to 25 years. Services will be separated into four Lots as described below:

Lot 1 - Generic Visiting Support

Lot 2- Unaccompanied Asylum Seekers (UASC)

Lot 3 - Young Women's service

Lot 4 - Housing First for Care Leavers

It is anticipated that the contracts will start in September 2025, for an initial period of 4 years with the option to extend for a further 3 years in accordance with the terms and conditions of the contract, subject to satisfactory performance. For the avoidance of doubt, the maximum length of each contract, if extended, will not exceed seven (7) years.

The Council is keen to engage with the marketplace in shaping high quality services for young people and would welcome all prospective providers to the market engagement event.

There will be a presentation on the Council's commissioning intentions, an overview of the anticipated requirements and the proposed procurement process. Potential service providers will have an opportunity to present their views and raise questions which will inform the next phase of the commissioning program.
