II.2.4) Description of the procurement
LOT 1 - Moderate Dementia Residential Respite Care on the Isle of Wight.
The Isle of Wight Council (“the Authority”) invites Tenders from suitably qualified suppliers
(“Potential Suppliers”) for the provision of Respite Care Block Booked Beds for people
suffering with Dementia on the Isle of Wight.
This procurement follows the Open Procedure under the Public Contract Regulations 2015.
The Authority’s requirement for respite care can be described as a service which provides a
break for an informal carer from their caring role supporting another adult with care and
support needs. The service is legally defined as a service.
The aim of respite care is to enable personalised, quality, informal care arrangements to be
sustained and to maintain a person’s independence in their own home for as long as possible.
The common factor is not what service is provided, but its purpose: to provide a break which
is a positive experience for the person with care needs and the carer.
There are two lots with one supplier per lot:
LOT 1 - Moderate Dementia Residential Respite Care on the Isle of Wight.
This care is for people whose dementia symptoms have become more pronounced who may
become more confused and forgetful. They may get frustrated or angry, and act in unexpected ways, and may need more help with daily activities and self-care.
The Authority requires the successful supplier to provide one (1) bed with respite care for
eligible Service Users for each lot.
The respite care bed (in each lot) must be available seven days per week and should be
bookable up to 12 months in advance for periods from one weekend to two weeks.
The respite care bed will be paid for by the Authority irrespective of utilisation, subject to the
Schedule 3 No 6 of the terms and conditions relating to the bed being empty for more than 7
days, ensuring that the respite care bed is always available to the Authority to utilise for its
Service Users’ respite care needs.
The total allocated annual budget will be reviewed annually in line with the Authority’s fee
review process.
The term of the contract shall be 1st January 2025 until 31st December 2029 with the option to
extend for up to a further 24 months at the sole discretion of the Authority.

II.2.4) Description of the procurement
LOT 2 - High Dementia Residential Respite Care on the Isle of Wight.
This care is for people whose dementia symptoms are severe who have started to lose their
ability to respond to their environment, to carry on a conversation and, eventually, to control
movement. People at this stage may require around-the-clock assistance with daily personal
care.
The Authority requires the successful supplier to provide one (1) bed with respite care for
eligible Service Users for each lot.
The respite care bed (in each lot) must be available seven days per week and should be
