Abstract

The Authority is seeking providers to supply & deliver Recreational, Occupational, Social and Educational Day Opportunities for Adults in Hull. The Authority has established a Pseudo Dynamic Purchasing System (DPS) that will be administered through the YORtender (Mercell) portal for the provision of Day Opportunity services. The Authority is conducting the procurement using the Light Touch Regime in accordance with the requirements of the Public Contracts Regulations 2015 (SI 2015/102) (PCR 2015). The length of each individual contract awarded via the pseudo DPS will be governed by the individual needs of the service user. Suppliers can apply to join the pseudo DPS at any point of during its lifetime. We anticipate the launch of the DPS to be September 2024.

The pseudo DPS will provide the Authority with the opportunity to procure a range of services within the scope of Day Opportunity services and will be split into 2 different categories, Standard and Complex Needs.

Providers will submit a response against each individual PEN Picture requirement. The evaluation will be based on 'User Choice' which best meets the needs of the person to select the successful provider.

Kingston upon Hull City Council (the Authority) is conducting the procurement using the Light Touch Regime in accordance with the requirements of the Public Contracts Regulations 2015 (SI 2015/102) (PCR 2015), to establish a Pseudo Dynamic Purchasing System (DPS). Once established The Authority reserves the right to Call Off services via Further Competitions from those providers that have secured a place on the Pseudo DPS, or Direct Award through 'Users Choice' in specific circumstances, were a Further Competition would not be suitable.

The procurement bid pack and registration details can be accessed via the following URL address: https://uk.eu-supply.com. We anticipate initial evaluations of the Selection Questionnaire to set up the pseudo DPS will be completed October 2024. Once the first further competition has been advertised, applications to join the pseudo DPS will be evaluated in the normal 10 day period.
