II.2.4) Description of the procurement
Carmarthenshire County Council requires a contractor to treat and dispose of Clinical and Absorbent Personal Hygiene Products (AHP) Waste from residential, education and social care establishments across Carmarthenshire, in addition to providing a collection service for such waste from the Council’s education and social care establishments.
The Council provides a free hygiene and nappy collection service to residents who have registered for the service. The Council requires treatment of this material in order to ensure it is recycled as much as possible and meets the Welsh Government’s end of waste criteria, thereby counting towards the Council’s recycling targets.
In addition, the Council has a number of care homes and other establishments which generate hygiene waste and sharps. These other establishments will also utilise the services under this Framework with the added requirement of collection from their premises, as well as treatment and recovery of the material. Carmarthenshire County Council’s other establishments may include, but are not limited to, care homes, children’s centres and day centres.
The Council requires a minimum of 64% of the material to be recovered in accordance with its waste policies and the current statutory recycling rate, as set out by the Welsh Government.
