Abstract

Conwy County Borough Council [CCBC] require a Structural Engineer to undertake a thorough inspection of the structures and produce a condition survey of the structure with recommendations, drawings and scope of works for remedial and intervention works. The Structural Engineer will identify, procure and undertake surveys to help inform the design process. CCBC will perform Principal Designer Duties under the CDM Regulations 2015. CCBC are procuring a point cloud survey of the Colonnade which will be available for the Structural Engineer to use as a base layer for the information they produce. This will be made available on appointment. The Structural Engineer will use their knowledge and experience to identify all interventions with the structure, building services and finishes to enable CCBC to tender the construction works with a full scope of works identified. CCBC will gather information from the Structural Engineer and produce tender documentation and if necessary obtain Landlord Consent or submit Listed Building or Full Planning applications.

Total quantity or scope of tender

The Colonnade is a covered walkway extending for 170m between the Promenade and Happy Valley on Llandudno North Shore. It acts as a pedestrian gateway to Happy Valley and the Great Orme beyond and was opened in 1932 by Mostyn Estates.

The Colonnade structure whilst ornate and comprising many features, is very functional and simple in form having been constructed from insitu reinforced concrete incorporating galvanised metal railings and balustrading.

The structure is in poor condition with some areas fenced off due to safety issues. It is likely that, without emergency works and refurbishments, the colonnade will fall into further disrepair and could potentially be closed due to the dangers they pose. Visually they look poor and give a poor impression of the town and the tourism offer.

This project aims to retain and preserve the concrete structure through refurbishment and emergency renovation works including power and lighting. As a Grade II listing it will be sympathetically restored to provide a welcoming and functional facility for visitors and residents alike. It will continue to offer seating (with further benches being provided) and respite opportunities, and they will still be used as viewing points. The Colonnade will promote both sense of place and the rich heritage and culture of Wales and Llandudno. Welsh language will also be promoted either visually or audibly in the colonnade.
