Abstract

The purpose of this contract is to provide a comprehensive programme of training and accreditation to enable those who work with children and young people to have the knowledge and understanding required to ensure that the principals of the UNCRC are integrated into their practices. Section 5 the Rights of Children and Young Persons (Wales) Measure 2011 places a duty on Welsh Ministers to take such steps as are appropriate to promote knowledge and understanding amongst the public, including children and young people, of the UNCRC and its optional Protocols. In helping to realise this commitment the Welsh Government has developed a variety of projects. This includes developing promotional and educational materials, a phone app, videos and websites. In addition, free training on the UNCRC has previously been made available for those working with and for children and young people. Building on previous training provided through contracts awarded from 2012 to 2014, the Welsh Government (the Client) is now looking to adopt a three year training strategy. From 2015 the Client wishes to produce and deliver sector specific training on the UNCRC and children’s rights in Wales to professionals who work with and for children and young people. Once the three year strategy has been delivered each sector will be encouraged to take ownership and introduce the training into their learning and development programme. The contract will be divided into two lots to ensure the correct level of expertise as follows: Lot 1 - Production of sector specific content and Pan Wales training delivery; and Lot 2 - Production of necessary audio, visual and written resources to compliment and enhance the training content and delivery. The successful contractor will be responsible for the development of the sector specific course content as well as the delivery of the training sessions across Wales. They are also required to take a leading role for the project overall, working closely to ensure the resources required under Lot 2 are delivered.

2     Producton of audio - visual and written resources

1)

Short Description

The successful contractor for this Lot will be required to produce the necessary written and audio visual resources, including short films, to accompany and compliment the training content developed by the Lot 1 contractor. Additional to this the contractor will be required to produce fun educational resources to be hosted on the Clients website. It will be necessary for the Lot 2 contractor to work collaboratively with the Lot 1 contractor to ensure the resources and completed in line with the agreed project timescales.
