Abstract

Legal Innovation Lab Wales (LILW), a European Regional Development Fund (ERDF) operation, has now awarded this contract for its final evaluation. As part of the evaluation of the 2014-2020 round of ERDF funding, the Welsh European Funding Office (WEFO) requires beneficiaries to undertake a robust programme of monitoring and evaluation. Whilst the 2007-2013 programmes focused on implementation, or ‘what works’, the emphasis for operations funded in the 2014-2020 programme is on identifying and providing evidence to support outcomes/results and impacts to understand ‘why’ and ‘how’ an intervention works. The Legal Innovation Lab Wales operation began in 2020 and has undergone an inception and mid-term evaluation in 2020 and 2021, respectively. A final evaluation of the operation has now been awarded, using the theory of change logic model developed during the mid-term evaluation, to evaluate against that model and the recent data collected.
