Justification for selected award procedure:
The procurement falls outside the scope of application of the Directive
Explanation
Cardiff & Vale University Health Board wish to award a 9 month arrangement for the provision of agency staff to undertake essential Clinical Coding work as this is a service that cannot be discontinued until the Health Board fully delivers it’s Welsh Government targets.
The Health Board has engaged multiple agencies to deliver this work following unsuccessful recruitment campaigns. The incumbent agency provides the Health Board with clinical coders who have the required skillset and have proven to provide a consistent work quality assurance level. The coders have been trained and are able to continue to deliver this work within this financial year. No other agency has been able to provide the high numbers of clinical coders, experience and consistent delivery in work quality.
