The Development Bank invites qualified and experienced service providers to submit proposals for political monitoring and advisory services. The objective of this tender is to secure a service provider capable of delivering comprehensive political monitoring, analysis, and strategic advice to supports decision-making process.

To ensure informed decision-making, it is imperative to have a clear understanding of the political landscape, including legislative developments, political trends and stakeholder interests. Proposals must include the following information:
Contract Scope
We are seeking to appoint a suitably qualified agency to provide the following services on a 3 year contract with the option to extend for a further 3 years.
Political Monitoring
- Daily and monthly monitoring of political developments at local, regional and national levels
- Identification of relevant legislative and policy changes
- Tracking of political events, elections and other significant occurrences
Analysis and reporting
- In-depth analysis of political trends and their potential impact on the Bank’s objectives
- Regular reports (weekly monthly, and ad-hoc) summarising key political development and implications
- Special reports on emerging issues of interest to the Bank
Strategic Communications services (Ad-hoc requirements)
- Strategic political advice
Stakeholder mapping and engagement services (Ad-hoc requirements)
- Identification and mapping of key stakeholders
- Support in providing key stakeholder details
Detailed requirements
- Demonstrated expertise in political analysis and advisory services
- Proven track record of working with the Welsh Government and UK Government
- Strong network of political contacts and stakeholders
- Ability to provide timely and accurate information
