The Refurbishment / Conversion of a Vacant Golf Clubhouse to a New Youth Centre Facility

Description of the goods or services required

You are invited to submit a tender for the Refurbishment / Conversion of a Vacant Golf Clubhouse to a New Youth Centre Facility at the Former Virginia Park Golf Club, Caerphilly. The scope of the project is fully described in this ITT but in summary the scope is:

 Enabling Works:

o Discharge of Planning Conditions (very limited anticipated as Change of Use only)

o Strip out existing loose / fixed fittings on both the Ground & First Floors

o Removal of coverings

o Demolish non-loading walls, doors, external openings on both the Ground & First Floors as per the Demolition Plans

 New Works:

o Form new partitioned spaces as per the GA Plans including associated wall,

floor and ceiling finishes

o Replace existing internal doors

o Replace existing external windows and doors

o Provide 3No new external openings and windows

o Undertake making good to the building fabric / façade as per Building Survey Report

o Provide new office / multi-purpose / toilet / tea point / circulation facilities

o Provide loose / fixed fittings on both the Ground & First Floors as per the GA Plans

o Provide associated MEP Services as per consultants details

o Undertake making good to broken / missing roof tiles and roof lights

o Provide openings for 2No new extended roof lights

o Internal / external decorations

o Provide new internal / external signage

o Undertake localised soft / hard landscaping

 Anticipated Key Dates

o Commencement: 25th April 2022

o Practical Completion: 12th August 2022 (16 Week Programme)

3 Conditions for Participation

3.1

Minimum standards and qualification required

- Bidders must provide evidence they have successfully delivered a refurbishment / conversion project as

Principal Contractor / Lead Contractor to provide a building of similar nature and function (Example: School, Youth Centre / Community Hall) above a value of £300,000.00 within the last five years.

- Bidders must provide evidence they have carried out work on a live operational site within the last five years as Principal Contractor / Lead Contractor?

-Bidders must provide evidence they have successfully delivered a refurbishment / conversion project as Principal Contractor / Lead Contractor with a Local Authority that were

completed both on schedule and within the tender return sum.

- Bidders must confirm that they are registered to a Safety Schemes in

Procurement (SSIP) organisation and that you have completed the Health

and Safety evaluation as set out in Section C4 of the tender document.

- Bidders must provide evidence they hold Employers Liability and Public Cover insurance, having a minimum cover of £10,000,000.00.

- Bidders must confirm that their company is registered with Constructionline and that their accreditation is currently verified?

- Bidders must provide information on what actions their organisation will commit to undertake to meet the Well Being Goals and Future Generations Act 2015 when undertaking this contract.

As part of the process, the tender will be undertaken utilising Caerphilly CBC's Proactis Plaza e-tendering system.

Therefore, companies are invited to follow the directions below to register on the system:

1. Log in to the Proactis Plaza E-Sourcing Portal at https://www.proactisplaza.com

2. Click the "Sign Up" button.

3. Enter your details such as Organisation Name, Details and Primary Contact Details.

4. Please make a note of the Organisation ID and Login Name, then click Register.

5. You may then receive an email from the system asking you to Click here to activate your account. This

takes you to Enter Organisation Details. Or you may be redirected straight to your account home page,

depending on your browser.

6. Please enter the information requested, click Next and follow the instructions ensuring that you enter all

applicable details.

7. In the Enter Product Classification screen please ensure that you select the Product Classification Codes

(CPV Codes)that appear in the tender notice.

8. Accept the Terms and Conditions and then click Next. This takes you in to the Welcome window.

9. In the Welcome window please enter your Organisation name, Organisation ID and User Name (User

ID). You now need to create your unique password. Please ensure that you make a note of this along with

the other information already recorded.

10. Now click Done and you will enter the Supplier Home page.

11. From the Home Page, go to the “Opportunities” area, where you can search for this Opportunity. Click

on the "Show Me Arrow" of the relevant opportunity and then click to register your interest on the relevant

button.

12. Click the Opportunities Icon on the left of the page so that the page is refreshed, then, click on the

"Show Me Arrow" of the relevant contract again and this will take you into the create a response section of

the portal.

13. Note the closing date for completion of the relevant project. Please review the tabs at the top of the page

as there will be information relating to the project held here.

14. You can now either continue to fill out this area and create a response or if the project is not of interest

to you Decline this opportunity by clicking the "Decline" button at the top of the page.

Tenderers shall express an interest in tendering for this arrangement by registering their interest on the Proactis Plaza System as stated above and then completing the online e-tender submission.
