II.2.4) Description of the procurement
The City and County of Swansea wishes to appoint suitably qualified and experienced Contractors for inclusion on to the Council’s Contractor Framework for External Facilities Work in Residential Properties.
The Framework will consist of Two Contractors who achieve the highest scores following evaluation of the tender submissions.
The Quality and Financial Assessments will be based on based upon 30:70 (quality/cost) ratio.
Following evaluation of the quality submission and financial submission, the two highest scoring Contractors will be appointed on to the Framework. The highest scoring Contractor will be awarded the Environmental Works in the ratio of approximately 60%, second highest 40%, subject to that Contractor having the capacity to undertake the works within the Employer’s timescale.
In the event that the highest scoring Contractor is unable to undertake any of the work allocated, then the work will be awarded to the second highest scoring Contractor. Thereafter, all future projects will be awarded through the project/scheme process outlined in tender documentation .
