Flintshire County Council seeks to procure the services of a provider(s) for the purposes of providing mental health support services to adults experiencing mental health problems in two locations of Flintshire
LOT 1 – South Flintshire
The service provided should offer drop-in services and there is an expectation that this element of service provision will be based in the Mold area of Flintshire.
LOT 2 – North-West Flintshire
The service provided will be concentrated in the North-West Flintshire locality area which encompasses Holywell, Flint and surrounding areas.
These contracts are for 5 years with the option to extend for 2 further years

II.2.4) Description of the procurement
The service provided should offer drop-in services and there is an expectation that this element of service provision will be based in the Mold area of Flintshire.
It is anticipated that the services delivered will provide group support to adults within Flintshire who are experiencing both common and also severe and enduring mental health problems. It will be expected that support will be delivered in a manner that promotes independence, maximises outcomes and is delivered in accordance with the ethos of relevant contemporary legislation, such as the Social Services and Well-being (Wales) Act 2014 and the Well-being of Future Generations (Wales) Act 2015.
The services provided will embody an ethos of co-production and promote active involvement of individuals accessing the services. This should include both meaningful and quantifiable user involvement in both the delivery, development and evaluation of service provision. The service provider(s) will also facilitate an accessible mental health information service through several methods (e.g. printed literature, website, verbally).
The services will be expected to provide learning and social opportunities providing an environment where individuals can increase their self-esteem and build resilience to maximise well-being and recovery. The services will facilitate opportunities for people to meet in community settings and the provision delivered will foster relationships and links within local communities. The service provider(s) will also work collaboratively with partners and stakeholders to develop and implement recovery orientated services, including co-production with the Flintshire Learning Partnership.
Flintshire County Council are committed to embedding social value within delivery of public services. Prospective service providers should be able to demonstrate commitment to the social value themes, outcomes and measures relevant to the tender advertised. It is also necessary that service providers can demonstrate both a commitment and proactive approach regarding equality, equity of access and the use of Welsh language in their service delivery.
