Abstract

PROPOSED SOLAR PV INSTALLATION - SCOPE OF WORKS 3de Consulting Ltd (3de) have been appointed by the Client (The Wildlife Trust of South and West Wales) to undertake the mechanical & electrical (M&E) services design works as part of the proposed re-development of the Welsh Wildlife Centre, Cilgerran, Cardigan, SA43 2TB. As part of the redevelopment of site a new solar PV array will be provided to the roof of the existing Harlow building which will in turn back feed the whole site. SOLAR PHOTOVOLTAIC (PV) PANELS A microgeneration certification scheme (MCS) accredited solar photovoltaic specialist Contractor shall design, install, test & commission a stand-alone solar photovoltaic (PV) system to the Harlow, building comprising a roof mounted 34.675 kWp (target) monocrystalline and ultra-thin amorphous silicon panel array(s) using proprietary support brackets, inverters, and all associated metering and cabling. For the purpose of Tender, the Contractor shall allow for 73No. 475W Kinko Tiger Neo panels or equal and approved. Each solar panel shall be provided with a SolarEdge micro-inverter to ensure the array is optimised. These will feed into 2No. 10kW SolarEdge hybrid inverters and 1No. 7kw SolarEdge Inverter. The Generation Meter is to be located adjacent to the distribution board within the building. The PV Installation shall be located on the roof and facing generally South. The solar panels shall be frame mounted onto roof using standing seam clips. The PV specialist shall ensure that all necessary arrangements, correspondence and information is provided to enable the system to be supported by the feed-in-tariff initiative whilst complying with Engineering Recommendation G99. The PV specialist shall coordinate the installation with the local District Network Operator (DNO) in order to bring a satisfactory conclusion to this element of the works within the parameters of the construction programme. The PV specialist shall ensure that surge protection is provided to comply with the British Standards. It shall be the responsibility of the specialist Contractor to design and co-ordinate the installation with both the Structural Engineer, including panel weight and fixing methods to the roof. The local DNO (district network operator) shall provide a two-way import/export meter at the source of the LV incoming supply with the PV specialist providing a kWh ‘total generation’ meter. All cabling associated with the installation shall be designed, procured and installed by the PV Specialist with all associated containment provided by the Electrical Contractor. Inverters shall comply with the relevant European and British Standards for EMC, Harmonics and Engineering Recommendation G98 respectively. Inverters shall be self-isolating type as standard. All external cabling, containment and junction boxes are to be weather and UV resistant. Galvanised cable tray/basket shall be installed by the Electrical Contractor for all rising cables to roof level. The Electrical Contractor shall provide a local 230V power supply and structured cabling network point adjacent to the inverter. Dual supply warning labels shall be provided to raise awareness of the need to isolate more than one source of supply. In addition, all cables between the PV array(s) and inverter(s) which enter the building shall be labelled every 3 metres with a suitable and highly visible warning notice indicating the cable purpose and operating voltage. The electrical services sub-Contractor shall provide earthing to both the DC and AC PV installations along with the roof mounting frame, all in accordance with BS 7430. The PV installation shall be fully tested to ensure that the array is correctly connected and the kWp design output achieved. The installation shall be carried out in accordance with the manufacturer’s specific requirements and recommendations at all times. The system shall be connected to the district network operator’s local network via a distribution board procured and installed by the M&E building services sub-Contractor.

The Specialist Sub-Contractor shall include for a 2-year parts and workmanship guarantee, 25-year module warranty (for 80% output) and 10-year warranty for all inverters.

The PV Specialist Sub-Contractor shall ensure that the installation is registered for the maximum warranty duration possible.

SOLAR PHOTOVOLTAIC BATTERY STORAGE

The specialist PV designer shall allow for a suitably sized battery to be installed within the Harlow building, as part of the solar PV installation. For the purpose of Tender, the battery storage should consist of 6No. 4.6kW SolarEdge battery modules.

The battery storage system shall have the ability to add additional batteries in the future should they be required.

The battery shall be as per SolarEdge or equal and approved and shall have a minimum manufacturer’s warranty of 10 years.

OTHER WORKS REQUIRED

The site currently has a 200A split-phase supply, however the Harlow building only has a 100A single phase connection.

In order to facilitate the works, the supply into the Harlow building requires upgrading to 100A split phase. These works will be undertaken via a separate contract.

The PV Contractor shall allow for co-ordination of supplies with the Contractor carrying out the above works.

NOTES TO TENDERER

It is recommended that during the Tender period that the Contractor visit site to ensure that they have full knowledge of the existing site and its constraints.
