Welsh Government is developing a new Energy Service to provide the technical, commercial and project management support needed to deliver energy and resource efficiency and renewable energy projects that contribute to our energy and decarbonisation targets.
This new service will bring together a number of existing strands of work, that currently exist under the Local Energy Service and Green Growth Wales areas of work.

II.2.4) Description of the procurement
The Welsh Government Energy Service will provide delivery support including pipeline development and opportunity identification, technical feasibility, commercial, procurement and project management expertise to existing and new clients of the Local Energy and Green Growth Wales services in the areas of energy and resource efficiency, and renewable energy. The Welsh Government Energy Service however is expected to be flexible enough to respond to new opportunities as they arise.
This support includes scoping opportunities, identifying projects, and supporting clients to take appropriate strategic projects through to delivery. A number of existing functions are not included within this Framework, and the successful bidders will be required to work with them to ensure delivery: Local Energy investment fund, Salix Finance, Invest to Save Green Growth and Re:fit Cymru (or any replacements of those services that come into existence during the life of this Framework). Outside of this service, other support will continue to be provided through the Rural Development Programme and Business Wales. The successful bidder will be expected to work effectively alongside these.
The Welsh Government Energy Service will operate across the sectors previously supported by the Local Energy and Public Sector services. Although the needs of these sectors are different, key functions are similar between them:
Pipeline development; Opportunity identification; Technical feasibility; Financial and commercial advice and support; Procurement advice and support; Technical project management; and Leadership engagement and support for decision making.
A Project Bank Account will operate on this framework and is required to adhere to the minimum requirements detailed in the Welsh Fair Payment Policy. Payment for suppliers outside the Project Bank Account must comply with the Welsh Fair Payment Policy.
