Abstract

Legal advisory services to the Marine Energy Test Area project under development in Milford Haven waterway; requiring support in defining more complex legal contracts and agreements with technology developers looking to utilise our test areas. The expectation is that we will require input into data sharing, insurance, berth/ operational contracts, survey agreements (tripartite sharing etc), third sector/ university engagement, Contract T&Cs, Crown Estate lease negotiations – and work packages related to Marine Energy generally. These activities will be on a call-off basis subject to the requirements of the project.

Legal advisory services to the Marine Energy Test Area project under development in Milford Haven waterway; requiring support in defining more complex legal contracts and agreements with technology developers looking to utilise our test areas.

The expectation is that we will require input into data sharing, insurance, berth/ operational contracts, survey agreements (tripartite sharing etc), third sector/ university engagement, Contract T&Cs, Crown Estate lease negotiations – and work packages related to Marine Energy generally. These activities will be on a call-off basis subject to the requirements of the project.

3 Conditions for Participation

3.1

Minimum standards and qualification required

5 years experience in Marine Renewables legal support (wave, tide or offshore wind)

5 years experience legal support for marine energy project consenting

(within the tender extra weighting will be given to firms demonstrating experience across multiple technologies within marine sector)

Previous experience negotiating test centre lease agreements and negotiating with The Crown Estate

Qualifying bidders must be prepared to provide

1. Hourly rates for categories of lawyer and respective work package allocation

2. Short form CVs illustrating category of lawyer and individuals direct experience relevant to tender

3. Time allocations to respective work packages

4. 2 examples of taking a marine renewable project through from project initiation to a stage where "development" could be considered complete (i.e. financial close)
