Abstract

FLEXIS, a Welsh European Funding Office (WEFO) backed project, aimed at procuring the services of an enterprise to evaluate and report on the activities of the FLEXIS operations. The tender will provide a final evaluation of FLEXIS and will cover the full length of the operations’ activities and impact as well as making recommendations for future development, highlighting best practice and lessons learned from the delivery of the FLEXIS operations. This evaluation will assess overall impact of the FLEXIS operations, comprising project performance against the outputs, results and case level indicators outlined in brief in this document, and in further detail in the FLEXIS business plans and delivery profiles. This should include reflection on the change to the research landscape caused by FLEXIS and the sustainability of the operation. The final evaluation will utilise the findings of the inception and mid-term evaluation to measure project development, should the findings of those evaluations still be relevant in the current climate.
