Description of the goods or services required
Our mission is to become a world leader in the manufacturing and supply of marine energy extraction hardware by having the highest performance and most cost-effective technology available in the market. We plan to demonstrate our sector leading wave energy converter and floating offshore energy platform systems at the grid connected BiMEP test site in northern Spain, beginning operation in early 2023.
MPS is seeking a highly experienced Design & Owners Engineer Contractor to lead, execute and coordinate the design of the Megawatt Scale prototype WEC system (includes absorber assembly, lever arm assembly and PTO system) and to act as owners engineer for the WEC system throughout procurement manufacturing, final assembly, installation, commissioning, and operation.

Total quantity or scope of tender
The contractor or consortium will lead the design stage, will manage the procurement and manufacturing stages, and will provide technical support during the system installation, deployment, and operation stages. This approach aims to provide continuity of personnel across the project and to reduce risks at project interfaces, e.g., design to manufacture handover. A detailed scope will be provided following registry of interest and setup of non-disclosure agreements.

Minimum standards and qualification required
Valid professional insurance is in place (certificate).
Demonstrate (e.g. by providing paragraph CVS of companies and/or individuals) sufficient breadth and depth of the proposed team to execute the project of this size and type.
Track record, examples of completed projects of this size and type.
Conflicts of interest must be declared and will be reviewed by MPS. MPS reserve the right to withhold tender documentation if they believe a conflict of interest exists.
Evidence must be given of the supplier’s quality, safety, and environmental processes, for example confirming if the company is ISO 9001, 14001 compliant or equivalent.

Additional Information
Single stage - Any candidate may submit a tender.
Potential suppliers are asked to register their interest on Sell2Wales and contact Marine Power Systems Ltd for further information and completion of an NDA. Tender documents will not be released without an NDA in place.
The project will start as soon as practical following award and run until the project end date (currently 30th June 2023). An overview of project timings is available in the detailed documentation supplied following application.
Consortium bids are welcomed for this tender, organisations may submit multiple applications as part of different consortia or as a consortium and stand-alone organisation.
Any intellectual property created in this work package will be solely owned by Marine Power Systems Ltd. Tenderers shall acknowledge this in their bid. This includes simulation and CAD models of the system as well as other I.P.
This Operation has been part-funded by the European Regional Development Fund through the Welsh Government.
Marine Power Systems Ltd places a high priority on protecting and managing data. Suppliers should be aware that MPS will only share data with appropriate bodies, which includes our grant providers as part of any audit process. Further information can be requested from Marine Power Systems.
