Description of the contract
South Wales Fire and Rescue Service, are seeking tenders for the provision of Incident Command Simulation Software. The contract will be awarded for a period of three years, with an option to extend annually for up to another 2 years (a maximum of 5 years)
The System must:
• Be capable of being used for individual and team assessment and development
• Be capable of providing challenging, realistic and immersive scenarios for assessment and development across all operational levels of Incident Command and have the scope to be utilised for fire fighter development.
• Provide simulation over a wide range of incidents: RTC and other transportation incidents, Hazmat, forest fire, flooding, structure fires – domestic, retail, high rise, industrial etc.
• Provide scope for facilitators to be able to manipulate scenarios i.e. day/night working, weather and wind, position of fire and casualties. Also manipulation of other objects within the scenario i.e. being able to move and position vehicles, people, FRS and other emergency service assets.
• Replicate UK based FRS assets and be able to utilise a full range of FRS assets within a scenario i.e. Aerial appliances, decontamination, water rescue, pumping appliances, rescue appliances, water bowsers etc. Furthermore, it should be able to replicate the assets of other category 1 responders (as defined by the Civil Contingencies Act 2004) in a similar fashion.
• Provide a sustainable and varied mix of locations and settings, combined with requirements from appendix b) to ensure that fresh scenarios can be produced to maintain a challenging and robust assessment strategy that avoids the risk of collusion amongst candidates.
• Be easily transportable and mobile and able to be used in a variety of situations and locations and provide connectivity via a network or be locally hardwired.
• Be able to show the visual results of a student’s actions.
• Provide environments/ backdrops that would assist in developing non FRS based exercises e.g. wide area flooding etc.
