Abstract

The Local Government and Public Services research branch (KAS, Welsh Government) has been asked by Elections Division (Welsh Government) to commission research to develop a set of measures that can be used by Welsh Government to track, monitor, and assess Wales’s democratic health. The proposed research aims to build on current literature and identify example of good practice across other small nation-states and regional governments to explore a set of indicators that are most appropriate for use in a Welsh context. The proposed research project will set out a package of 5 to 6 indicators that can be implemented by the Welsh Government to measure and monitor democratic health. These indicators will be derived in consultation with topic experts through a Delphi panel to obtain consensus on a set of key indicators. The programme of work will run for 9 months. Fieldwork will be delivered in English and Welsh, and a final bilingual report will be required in October 2025.
