Abstract

Monmouthshire County Council, Abergavenny Town Council, Magor with Undy Town Council and Monmouth Town Council are seeking consultancy support in developing placemaking plans for Abergavenny, Magor with Undy and Monmouth. The plans will consider what is distinctive about each town, assess the challenges and opportunities they face, provide a vision for each town that reflects the aspirations of local communities and stakeholders, and set out prioritised action plans to achieve those visions. The county council and the three town councils are commissioning these plans jointly. This collaborative approach is designed to ensure that the plans are based on and aligned with aspirations and objectives at the local and county level, and to support effective joint working in the longer term in implementing the plans and delivering regeneration in each town. The views of local stakeholders and communities will be fundamental to the development of the plans. The placemaking plan process will enable the town and county councils and key local stakeholders to come to a shared view on the key challenges and opportunities facing each town and the interventions that are required from all partners to respond to them. The plans will guide regeneration implementation by all partners, making a case regeneration investment in the towns and helping to lever in funding from a range of sources. This is a single commission to produce three separate placemaking plans. It is expected that the process and outputs for each town will be separate. Although the process of producing the plans is anticipated to be broadly similar for each of the towns, some adaptation may be required to respond to the specific local contexts and requirements of the three places. Monmouthshire County Council is a signatory to the Placemaking Wales Charter. The placemaking plans and their preparation should be aligned with charter and its principles.
