Minimum standards and qualification required
The successful Tenderer will:
• Have a successful track record in delivering similar schemes in Wales.
• Have PAS 2030 and PAS 2035 certification. If not certified, all works must comply with PAS guidelines, and the successful Tenderer must commit to obtain PAS certification within 6-months of the contract award date. Additional PAS 2038 certification is not required but would be considered advantageous.
• Be proficient in Welsh and able to provide documents, communication, and support in the Welsh language.
• Operate an open-book financial process and be able provide evidence of all financial transactions relating to the project.
• Employ sufficient multi-skilled trades persons to adequately support Tier 2 Contractors to ensure project continuity.
• Provide works specifications to meet the required supply and installation of the energy efficiency measures for rural non-domestic buildings.
• Will ensure that any necessary building or planning permissions have been obtained before any work takes place. All building regulations must be strictly adhered to.
• Work will be carried out to the timescale agreed when an instruction is placed.
• Will maintain client confidentiality at all times and will meet the requirements of GDPR when dealing with personal data.
• Will be competent in sourcing and prequalification of specialist discipline Tier 2 Contractors, such as renewable systems installers.
• Will comply with all Health and safety legislation, certification, and conformance for the site.
• Provide overarching warranty management.
• Manage quotations from Tier 2 suppliers and contractors including selecting the appropriate supplier / contractor based on best value and issue a schedule of works and contract.
• Provide a comprehensive project plan and Gantt chart to include key target dates and date of completion.
• Provide overarching project management service including quality and quantity assurance, snagging management, warranty management and final project sign off and handover.
• It would be beneficial if directly employed staff were to hold a clear DBS (formally CRB) certificate.
