Abstract

The Welsh Revenue Authority (WRA) is the new tax authority for Wales, responsible for collecting and managing the first devolved Welsh taxes; Land Transaction Tax and Landfill Disposals Tax on behalf of Welsh Government. The WRA is committed to helping to deliver a fair tax system for Wales by introducing a new Welsh way of doing tax. By working collaboratively with representatives, partner organisations, taxpayers and the public, this partnership-led approach which we have termed Our Approach ensures that taxes are collected and managed efficiently and effectively. The WRA has been operating for almost six months. The organisation is successfully collecting and managing tax, as it was set up to do, and the new partnership approach has already resulted in positive feedback e.g. via email/ phone via the helpdesk team from customers. However, there is no hard form of measurement or evaluation in place to prove this new approach is understood, being interpreted correctly and/ or is taking effect, as desired, with customers (legal professionals/ landfill site operators, who are filing tax for land transaction tax / landfill disposals tax respectively). The WRA is seeking to engage with an organisation that will supply language analysis services. The main aim of this project is to carry out qualitative research and analysis into the impact Our Approach is having on our people (internally) and with our customers (externally). This should, in turn, provide concrete forms of measurement and evaluation from which to inform new ways of working (if required) to ensure the WRA is effectively embedding Our Approach in day-to-day operations.

Total quantity or scope of tender

The client wishes to award a contract for a period of 3 months from contract award, with the option to extend for a further period of up to six months. The Client would like the key deliverables outlined in the Specification to be delivered by early December 2018. The Client estimates the total value of the contract between 45,000 GBP - 50,000 GBP excluding VAT.
