Description of the goods or services required
Scope of the work includes the construction of new individual entrance porches, new internal staircaes, associated electrical, mechanical and structural works and external works to include landscaping (new concrete paths, patios, car parking, fences and sheds)
NOTE: the purpose of the refurbishment is to create separate entrances to each flat and to provide an escape stairs to the two first floor flats.

The work is to be competed in two phases with odd numbers (9, 11, 13,15 and 17, 19,21,23) to the left side as approaching the flats to be phase 1 and phase 2 being the even numbers (2,4,6,8 & 10,12,14,16 – opposite side of the road)

3 Conditions for Participation

Minimum standards and qualification required
All proposals must ensure that all Properties when completed are compliant with Fire Regulations, and WHQS, Building Regulations and Planning Conditions where appropriate.
Gas maintenance and servicing must be carried out by Gas Safe registered engineers
Electrical repairs must be carried out by contractors registered by National Inspection Council for Electrical Installation Contracting (NICEIC) or Electrical Contractors Association (ECA).
Minimum Turnover requirements £1 million per annum

Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:
Valleys to Coast Housing Limited is registered under the Industrial & Provident Societies Act 1965 (Register number 30205R). The rules state that “The Association is formed for the benefit of the community.” V2C has powers to “help any charity or other body not trading for profit in relation to housing.”
Firm commitments are required to ensure that this contract positively impacts the communities in which we operate. Bidders are therefore required to:
Agree to provide Targeted Recruitment and Training (TR&T) outcomes – this is monitored at post-contract. Financial deductions will be made for non-compliance.
And
Agree to complete Community Initiatives – specific initiative delivery will be agreed with the successful bidder at pre-start and will be monitored throughout post-contract. Financial deductions will be made for non-compliance. A Value Wales community benefit measurement tool must also be completed at the end of the project: www.prp.wales.gov.uk.
